Catalog Administration Profile in Oracle HCM Learning

I'm currently exploring the new Catalog Administration Profile functionality in Oracle HCM Learning, which is designed to enhance catalog content management. Can the privileges granted through a job role or data role override the restrictions defined in the Catalog Administration Profile?

Specifically, I’m trying to understand whether a user with broader privileges (via security roles) can access or manage learning content outside of their assigned catalog profile, or if the Catalog Administration Profile enforces strict boundaries regardless of role-based security.

Appreciate any insights, experiences, or references to official documentation you can share!
