Oracle Support Unable to Assist (How to restore support assistance?)

Is it correct that Oracle Support is now entirely unable to stage applications for GovCloud customers and that the same will soon be true for Commercial customers as well? This is what we've been told but I find it difficult to believe that we're not missing something here.

Since April 2025 we are unable to provide snapshots to Oracle for development assistance. We receive the following error message:

We have been told by some in Oracle Support that they will no longer have any access whatsoever to our applications. As a result, all meaningful and effective support for technical issues has halted (we have SRs now aged in months with no progress and no alternative offered). Since this began, the only support we receive are very basic and general troubleshooting suggestions that render no effective assistance at all.
