Oracle does not allow to merge requisitions if configured to copy DFFs even if the DFF values are the same in all requisitions

Content (please ensure you mask any confidential information):

We have 2 DFFs added in the PR header that we would like to copy to PO. However, if we enable the purchasing profile option to copy the DFF values from PR to PO, then buyers lose the ability to merge non-catalog requisitions via the process requisitions task

Buyers need ability to merge requisitions to reduce the overall purchasing cost e.g. Freight charge

If the DFF values are NOT the same in the requisitions then I agree that Oracle cannot determine which DFF value should be copied to PO header and so throw an error. But, if the DFF values are same in the requisitions that are being merged, Why is Oracle not allowing to merge the requisitions to a PO?
