Redwood: Document Records - Hide option to Delete Attachments

Prior to redwood we had used Page Composer to create an EL Expression and hide the delete icon on the document records page for all users not in a specific HR Role. Since page composer is not an option on the redwood page, how can we remove the option to delete attachments for all users (except HR Specialists).
