From Date and To Date in Person External Identifier shows inconsistently in UI

Summary:

Client is in Eastern Time zone and we loaded the data for single identifier type for multiple employees. We used date with time as 12-Jun-2025 04:00 AM for all the records. For some employees, the from date shows up in the UI as 12-Jun-2025 12:00 AM and for some it shows 11-Jun-2025 11:00 PM
