How to enabling the 'Action' Button for Custom Roles in Product Management Setup Tasks

I have created a custom role that grants a user access to the Product Management offering within the Setup and Maintenance work area. However, users with this role cannot see or click the Action button for any of the setup tasks. I want to avoid assigning the Application Implementation Consultant role. Which specific privilege can I add to my custom role to enable the Action button for these tasks?
