Could not delete mass addition transactions with status rejected or withdrawn

Description (Required):

Steps to Reproduce:Asset > Add assets in spread sheets > updated all the mandatory attributes > Queue name as Post.

Records got posted successfully > In Approval info-tile show 2 records are waiting for approval.

Logged in as approver > Updated one record as rejected and one record as withdrawn by Requestor.

Delete option is not enabled here for mass transactions in case of rejection nor withdraw.

Then Preparing to delete > Changed Queue status to delete > Transaction are not getting deleted.
