Removing old payroll work area privileges is impacting LOV on roll back process

When following the below process to remove access to the old payroll work area, we have found that removing these means payroll users cannot access the LOV on the Roll Back Process Flow.

It appears to be the combination of privilege removal that's causing it - not one single privilege.

Has anyone else encountered the same issue? This means we are having to hide the old payroll work area via structure, and not the oracle recommended way.
