RSSP is not consistently showing the last 5 used deliver-to locations

RSSP shows the last 5 used deliver-to locations, both in the Preferences screen and in the PR lines. However, when the same user login to RSSP next day, they do not see the last 5 used deliver-to location. Is RSSP showing the last 5 used deliver-to location within a single login session or does it show the last 5 used deliver-to location every time a user uses RSSP?
