Action Button is disabled under Transaction Summary

Summary:

Hello All,

Requirement - Create new custom role, give only access to Transaction Console > give access to Transaction Summary with Actions enabled.

I have created custom role with name and added only below-

 Perform HCM Approval Transaction Actions

Review Approval Transactions

Review HCM Approval Transactions as Administrator Custom (I have created this role removing access to Approval rules).

Issue-

Actions button is disabled and all statuses are not shown.
