PER-1532130 Error Not Appearing in Redwood Hire an Employee

While testing the Redwood Hire an Employee page, we discovered that there is different functionality than in RUI. We were testing for matching persons records. While we did receive the Potential matches found warning message in Redwood, it allowed us to move forward without selecting a matching person record. In RUI, it throws the PER-1532130 error message and won't let you proceed. In Redwood, it allowed us to submit the record even though the details were the same as existing records. Has anyone else encountered this? It seems odd that they would remove this error message/functionality, as
