how to enable project number in the sandbox

We need to make the Project Number a conditional requirement. I believe that we would be able to do this if the Project Number were available when we create a sandbox. However, when we create a sandbox, that field is not available as a field in the sandbox. Please advise on how we can make that field visible to us. This would be on the Edit Requisition page I believe.
