How to provide the view access to a role

Hi Team,

We are in the process of creating two HR Specialist Role, one with complete edit access, and another role with Only View access.
For the HR role with only View access, we need to make sure all the manage privileges are removed keeping only view Privileges, Leaving No gap in any pages.
Has any one worked on such requirement previously, and can help us in accurately achieving it.
