Issues with connecting to services from Citrix for Smartview and IE browser since June 9th

The issues are connections from a citrix server running windows server 2016 with IE 1607. 2 of the connections work the rest don't. Whilst this version of IE doesn't display TLS 1.3 the services that do connect are correctly directed to the IDCS login page. Is there anything that was changed on the 6th that might cause this. The messages we get back from the IE browser are about making sure the right version of TLS is used (1.1 or 1.2). However the services that do work connect correctly to IDCS for both the IE browser and smartview.
