how to set up BPM Change Order approver Rules based on Item EFF

We have a requirement to trigger Commercialization change order approval based on the Item EFF set up on the Item

Like say if the item eff is set as RGT this should trigger approval to Group x

And if the EFF is set to INS this should trigger to Group y
