Confirm your identity emails not going to Hotmail or Live users

Summary:

In the past 24-48 hours it has been noticed that applicants are not getting the "Confirm your identity" email with a confirmation code that goes out to users trying to apply. We have had several prospective applicants reach out, and this only started yesterday. This does not seem to impact Gmail accounts.
We have not made any changes in the last 24-48 hours and are worried that Hotmail might have pushed out a change that is preventing our Oracle Recruit from sending emails correctly to these accounts. Is anyone else experiencing this issue?
