Supplier added to a negotiation but unable to create response

Hi All, we are getting an issue when supplier is trying to respond to the negotiation stating its a private negotiation and supplier is not able to create a response. In the response rules it is restricted to invited supplier and the particular supplier who is facing this error is added as part of the suppliers train stop in negotiation and this user is added as supplier contact in the negotiation. have anyone come across this error?
