Edit link is missing for an employee in Tax Withholding page

For couple of Employees the Edit Federal Tax and Edit State Tax link is missing.

Navigation - myHR > Tax Withholding W4 > Tax Withholding

The link appears for most of the Employees. For both types of Employees for whom link is available and for whom the link is unavailable the roles are same.

The link appears for both the type of Employees from My Client Group > Payroll > Calculation Cards.

The lock in date is blank for the impacted Employees.

Is there any other setup/data that drives the hiding/unhiding of the links?
