Is there a way to remove access to fill, suspend, cancel and resume a job requisition?

We want to remove the ability for our hiring manager to update the requisition status (fill, suspend, cancel, resume), but allow them to keep the ability to create a job req. Our Hiring Manager role currently inherits the 'Update Job Requisition' role and when we remove that, it does take away the ability to update the status, but they also lose the ability to create a job req. Is there a privilege/role that we can assign to allow them to create a job req without being able to update the status?
