Alert on Transfer Payroll

Transferring a TM to a new Payroll. Could an alert be created and placed on the Final Close Date field of the payroll transferring off of if this field is not completed so the TM does not get paid from both the old Payroll and the new? Or could we make this field required as a part of the transfer process?
