Additional Assignment info redwood page - Effective start date field is readonly

Summary:

Additional assignment info page, we are seeing effective start date field as a read only field, user wants this field to be editable. In VB I don't see this start date field available for any of the EIT's.

How can we make this field to be editable or change the date logic?
