Oracle Time and Labor license question

Implement Oracle Cloud Time and Labor standalone without integrating with Projects/Payroll modules

We have subscribed for OTL licenses and are implementing OTL standalone without integrating with Payroll or Projects module for now and would like to implement Projects module in future.
While implementing, we found that in
- Consumer Set -> Time Consumer setup, we see Project Costing, Project Execution Management and Payroll options only.
- If we select Payroll as time consumer, we also need to select Approval required as Payroll. To the best of our understanding, in the backend, Payroll Time Card Approval process will trigger. This would be mandatory to run in the backend.
