RSSP: Justification field is not available for the edit requisition for the approver

Problem:

Via approver "edit requisition" link from notification, approver can not see the "Justification" data field to edit.

Please advise how to enable it, since this is key field for the approver to update before submitting.

When approver clicks on edit (pencil icon), "Justification" field is not available:

If preparer provides some information under this field while submitting requisition, then only approver will see the justification field for the modification.

in SSP, we had no such issue. It was smooth process. Please advise if the fix for this planned.
