Course duration is in hours in admin UI, but minutes on learner UI

Summary:

When our administrators are creating courses, they only have the option to enter the course duration in hours. However we've just noticed that on the course page, the learner now sees the duration in minutes. Which is making it really difficult to enter the duration to get a nice round number in the learner UI. Instead we're getting figures like the one below:
