Edit Pending Worker creates date effective record for person name

Our Clients usual process is that a pending working get created from Recruiting, then HR is editing the Pending worker (Edit Pending worker).
Subsequently they convert to employee.

During Edit and Convert, there occur person record changes (e.g. gender, or title is added - information that was not present in Recruiting).

This flow creates new time slices in Person record history. However, in none of the cases the user is prompted an effective date for the person record change:

e.g. the Name History from Person Management:
25.05.: Pending worker created from Recruiting
26.05.: Edit Pending Worker: Birth name and Academic title was changed.
