Landing Page/Email Permissions - System Admins Unable to Access

Looking for troubleshooting on why a System Administrator cannot see assets (Email/Landing Pages etc.) that are created by other users.

The templates that users are instructed to use have page page permissions that admins have line of sight to. However, if someone was to create an asset "from scratch" — Why is that at least the very bare minimum, the system administrator cannot see those assets created?
