Hiring Manager can't see job application

Summary:

We have a hiring manager who can't see active applicants on their requisition. The number above the active application is 3 but when they click on the number, it only shows 1 applicant. The only way they can see these missing applicants is if they click on the link within the email that they receive from the recruiter stating that there's a new candidate to review. (see screen shots)

We've run a few scheduled processes but it didn't fix the issue (see below)

2. Load and Index Job Requisitions (With indexing mode: Drop and Recreate Index)
