Request a new position - Validation rule to display info text for Dept field is not working

Summary:

For request a new position redwood page, we need to add an info text displayed for department field.

We are adding a validation rule to display info text at field level, but the message is displayed at page level, even though targeted field is selected.

For other couple of fields we are able to display the info text at field level but this is not working for department, collective agreement fields.
