Unable to enter requisition against a CPA who's end date is past the "requested delivery date"

Summary:

We have below 2 questions, please let us know if this is standard functionality or a bug, if its a standard functionality then please provide oracle documentation supporting the same.

1. Are we allowed to create a requisition on the End date of the CPA?

2. What is the relation between Delivery Date and CPA End Date, why cant we enter a requisition for a CPA which is active today but will not be active on the delivery date ( 7 days from now)?
