Does anyone know why the reason code drop down isn't working for my recall notice?

Summary:

I am trying to complete a task within my recall and the drop down for "Reason Code" is not even showing any values (I cannot even search either) and it says its a required field. The inventory transaction reasons within setup and maintenance (I am assuming is what its referring to? if so I have so many that are valid not end dated.. If its another area please identify where) because I need to complete the task.
