In redwood why do we have the ability to save and close before hiring team, if it errors?

We understand that we have to get through the Hiring Team section to be able to save and close. However, the save and close button is available in the How and Basic Info sections. If we click it, there is an error message that we have to complete through Hiring Team section. However after we go through each section and fill out required fields, and get through the Hiring Team section, we still cannot save and close.
