TOTAL ATTEMPTS ALLOWED NOT WORKING

Summary: We have built an assessment for a course and have it set to " Total Attempts Allowed" 1. I was under the impression that this would only allow the user one time to take the assessment and if they failed they would not see it to take again. However, when we tested this, it is allowing the user to retake as many times as they want. Is there another setting we are missing?
