Why can't I manually create a task without a template?

In Task Manager it is requiring me to create a template before I can create a task. The documentation, and their videos state that I can manually add a task to a schedule. However the option to do that is not there.

Their instructions state:

  1. On the Home page, click Application, and then click Task Manager.
  2. Schedules tab on the left.
  3. Open a schedule.
  4. Add tasks.

I don't have an Open option, and if I click a schedule name it goes to edit mode. The schudules are either Open or Pending. I have maybe 5 test tasks in a template so I'm well below the 500,000 maximum. I also have the Admin role.
