Project Budget approval by adding additional approver before Project Manager

Summary: Hi,

We have requirement to customize the Project Budget approvals by add additional approver(user/role) before it goes to Project Manager approval. We have tried different ways by adding additional participant by creating approval group. But the approval going to Project manager first then it's going to the additional approver. We don't see any option to add additional/new participant before Approver in the below given screenshot.

Could you please advise me how to achieve this requirement?
