When Promoted to new position we cannot identify if new position is occupied or vacant.

Summary:

Currently there is no validation set to identify when the employee gets promoted to a different position if the new position has an incumbent or it is vacant.

Is there any workaround to identify the same or can we set any validations for the same. How can we achieve this ?
