Restrict access to transaction console attachments based on AOR

We noticed that all HR users can access any Document under 'Comments and Attachments' through the Transaction Console regardless of the country they belong to. We would like to restrict this access according to their respective AOR Area of Responsibility, is this possible? If not, what is the alternative recommendation?
