Remove "Reports" default filter for Line Manager for Promote transaction

Summary:

Line manager is seeing default filter when promoting an employee from My Team. We want to remove the default filter and allow Line managers to view all the employees as per the data security policy.

I tried to re-order the filters using the below property, but it did not work:
