Family and emergency redwood -"what is the start date of this relationship" field

Summary:

In Family and emergency currently, we are able to save the page when we enter "what is the start date of this relationship" to start date of the employee

If we are trying to enter with actual relationship start date and if this is prior to employee's start date, we are seeing below error message

Could you please confirm what is the functionality of this field?

Are we not supposed to enter actual start date in the system if this is prior to start date of the employee?
