HCM Exclusion Rule based only on current assignment details

How can we make it so the exclusion rule only looks at the most current assignment details to process the exclusion?

We have an exclusion for HR departments but the employee was previously in a department not excluded so they can still be seen. We don't want them to be seen by the user with the role since they are currently in HR.
