Link user account

Summary:

A duplicate person record was created for an employee. I used to be able to "Link user account" in the Edit User screen to link the duplicate accounts together, but when I try now, the second user is not showing up in the search results. In fact, no users are showing up in the search results.

If this functionality is no longer available, what do we do with duplicate users?
