Marking Enrolled Learners as No-Show at Offering Level - Can't Enroll in Different Offering

We have a course with 18 VILT offerings. We enrolled over 1,500 learners with a required learning assignment into the course. The enrolled learners must then select and attend an offering of their choosing.
I've been manually applying the attendance for learners who attended the first 13 sessions. For those that were enrolled but didn't attend their scheduled session/offering, I wanted to mark them as No Show at the offering level (using the Manage Activities workflow). However, in order to mark them as a No Show, the system makes you technically mark them "Complete" with a completion date. (I've always disliked this connection because marking someone as a No Show is nowhere near the same thing as completing any the offering requirements.) Regardless, I used those options and cleared out the training effort duration
