Validate timecard without running Import Costs

We do not want to use Import Costs - we have another business solution.

But we want to get timecards validated (without running Import Costs).

Our problem is that we have timecards with several projects and some projects are closed.

When we try to change hours on open projects we are not allowed because of closed projects on same timecard.

The profile ORA_HWM_PJC_VALIDATE_ONLY_UPDATED_ENTRIES is enabled.

Is there a way to solve our problem?
