Clone causing removal of users access rights

Summary:

Last week we did some changes in a secondary production environment and pushed them back to the original instance. By doing this, we did not check the Security & User permissions checkbox, thinking we would not impact that. Unfortunaltely, we lost around 20 users permission rights in that clone process.

Is this expected behaviour when you clone an instance?
