users can see pages they don't have access to in Team Activity Center

Managers can see ‘Add Assignment’, ‘Cancel Work Relationship’, and Change Assignment in Team Activity Center even though they don’t have access in these pages. When we clicked any of these pages, nothing happened. Managers should not be able to see this as this creates confusion for them. How can we remove these from the choices?
