Transaction is getting completed before the 2nd level approval

Summary:

We have set up Approval Rule for Job Offer wherein when we submit the offer it goes for 2 levels of approval and FYI notification.

1st Level is Approver and then fyi and then it goes to 2nd level of approver and again FYI. Once the 1st approver approves the transaction it should go for 2nd level of approver but here once the 1st approver approves the transaction is getting completed successfully even though the approval goes to 2nd level approver , Before the 2nd level approver approves the transaction gets completed.

As shown in the screenshot below, Once Satish Gangurde Approves the Transaction gets successful and completed but the approval will still go to Jangyadatta Golla.
