Feed a CSV file in Fusion for a required enrollment

hi there,
we have the following automation task.
Our employees should be certified for certain activities in different countries. The certiicates are generated after completion of a course. They go in the talent profile. There is a reenrollment after 2 years.

We have a separate system in which we keep a record of what the countries are where our employees deal with customers.
Where there is a new country added to that system, it can export a csv file with a country name.

I want to be able to automate this csv file to fed to Fusion and the employee to be enrolled in this course.
