For example, we are implementing Learning for a large county in the US. Their police department frequently conducts in-person training sessions and invites officers from neighboring counties. They want to be able to create enrollments for these external participants using just their email addresses. Ideally, the system should send these external officers a notification about the enrollment and allow administrators to add them as learners - without giving them any login access to the system.


What approaches have others used to handle this? We are currently defining them as "Not Managed by HR" (NMBHR) system person type and then adding as learners.
