Summary:

Can users licensed only for Self-Service Procurement (SSP) access the Receive Expected Shipments UI to perform receipts?

The justification is: the users need to receive against expense POs that are in Closed for Receiving status or closed (due to over-receipts). These POs are no longer available in My Receipts or My Receipts - New, but they appear in Receive Expected Shipments if we enable the "Include Closed Purchase Orders for Receipts" parameter.

Would using this UI require a Procurement or Inventory license?

Please note that there is no other way to receive against the closed purchase orders than the one mentioned above - so if using receive expected shipments UI consumes procurement or inventory license - then it essentially means that the customer using SSP and Procurement cannot over-receive at all against a closed for receiving or closed PO. Please note that, the receiving is not centralized for this customer thus we cannot expect Buyers who are consuming procurement license to perform the receiving. The receiving is decentralized thus the end users/requesters consuming the SSP license need to perform the receiving against
