HCM Extract Notification

After the Notification have been set up in the refine extract and sent through the Payroll Flow for the scheduled Payroll Flow, the first notification is directed to the user who scheduled it in Fusion HCM (in this instance, to the super user who scheduled it), rather than to the User designated in the refine extract. However, from the subsequent execution onward, the notification is sent to the designated user. Is this is a normal case or something I have missed here.
