Quick Move not working in New phase

Summary:

I am trying to configure the new Quick Move actions. I have configured it in Two different Phase/ State combinations.

  1. From New - Initial Resume Review → Recruiter Review - To Be Screened
  2. From Duplicate Check - Duplicate Check Initiated → Offer - To Be created

Number 1 is not working, while #2 is working perfectly. Has anyone had issues with the Quick Move not working during the New phase?
